The Collapse of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Significant resources is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by partner states. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and heating outages in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are evidently unprepared to replace in the short term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new initiative from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, endure.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington operates on a assumption familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is impossible to force Russia to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its favour.

Existing Situation

Realistically, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
